The Gaddafi International Charity and Development Foundation (GDCDF) signs an MOU with the ILD
Tripoli, 21 November 2008.- GICDF signed a memorandum of understanding with the ILD providing for the development of a project to help African governments eager to help the poor by offering them legal and commercial property and the tools they need. The objective of this project is to start work in at least five African countries in 2009, and it has been agreed on the following:
- To develop this project, the two parties will use the reform program launched in Libya by the National Planning Council with assistance of the Institute for Liberty and Democracy as a model and a tool for training that can be adapted by other African countries to suit their own situations.
- Work to be carried out by the two parties will be guided by considerations spelled out in the context of the recent report of the Commission on Legal Empowerment of the Poor, entitled "Making the Law Work for Everyone"; and studies are underway to find various forms to implement it within the United Nations and particularly by the United Nations Development Program (UNDP).
- Gaddafi International Charity and Development Foundation and the Institute for Liberty Democracy intend to raise the necessary funds in Africa and to proceed in assisting African countries in 2009 with the necessary funds for a complete diagnosis of "parallel economy" (functioning outside the rule of law), and the major challenges, and a summary of the possible remedies and reforms.
- Through this initial work, individuals, assets and companies operating within the legal frameworks will be assessed; and there will be a description of how ordinary people conduct their commercial business and transactions and protect their property outside the law; and then estimate the value of "bad capital" represented by parallel assets (or outside the rule of Law) in each country. Diagnosis data will also provide each country with the cornerstones to design and implement the necessary institutional reforms to empower the poor in legal terms.
